According to the Russian Environmental Operator, 65 million tons of municipal solid waste is generated annually in our country. And only 5-7% of them are recycled and reused.
The National Ecology Project aims to increase the recycling of municipal solid waste up to 36% (25 million tonnes/year) by 2024.
According to the Decree of the President of the Russian Federation (July 21, 2020 No. 474, National Development Goals of the Russian Federation), the waste sorting indicator should reach 100% by the end of 2030, which will halve the amount of waste sent to landfills.
The share of useful fractions of municipal solid waste is about 42%, of which 22% is for paper and cardboard (it’s about 14 million tons).
From January 1, 2019, the disposal of paper waste was completely prohibited by the Decree of the Government of the Russian Federation (July 25, 2017 No. 1589-p).
In Russia, waste paper is recycled in the amount of 4.2 million tons annually and the bulk of it is the conventionally clean paper coming from retail. Landfill waste paper is recycled in a minimum amount.
In total, about 20 giant plants (with a capacity of 500 thousand tons / year) or 100 small plants (similar to the Kuzbass Scarabaeus) will be needed to process the remaining 10 million tons. Investments are estimated at 600-800 billion rubles. This will give 60-80 billion rubles of tax revenue and create 5,000 jobs.
China has built 100 large factories in 7 years, thus solving the problem of recycling paper waste.
The processing industry in the Russian Federation is also developing today, but at a much slower pace. Replication of the Kuzbasskiy SKARABEY project can radically change the situation.
